Having a little problem. The neighbor whose property backs up to ours has 11 (counted them personally) dogs, 7 Chihuahua's, a rott, the rest various small mixed breeds. We have one, a sweetheart of a pit bull (Jezebel) who loves people but is not particularly fond of other dogs. She's never hurt another dog, but will not behave submissively regardless of the dogs attitude or behavior. These dogs are driving mine crazy, yapping, coming through the fence (privacy type), digging under the fence and constantly hounding her. Our dog has never gone through the fence after them, but stands and waits patiently for them to come through. The one time (that I know of) that her dogs came through, she picked one up by the back and started to shake. When the dog yelped, she immediately dropped it and all high tailed it back home. The landlord won't buy a new fence, and obviously I am concerned that this situation may escalate, resulting in the death of one of my neighbor's dogs. While I consider these dogs obnoxious, I don't want them dead or injured. Question #1 - If these dogs come into my yard, and my dog kills or injures one, are we liable? Question #2 - We live in a residential subdivision, is owning this many dogs considered owning livestock ? The yards and homes are rather small, an it is beyond me how she can own this many animals in a safe and healthy environment. Question #3 - Leaving her inside during the day while we work is not an option, is chaining a dog considered cruel (I don't like the idea, and I don't like crates any better)? We fix the fence constantly, but aforementioned dogs are determined to tear it down. Question #4 - Any suggestions? This lady is sorta strange, very uncommunicative. Have had no success in trying to resolve the situation by talking or reasoning with her. Thanks in advance.

Question #4 - Any suggestions? I would take it upon myself to build a better fence. No hassle, no worry, just do it yourself

We would rather not, but may have to. I'm afraid it would take quite a fence, as well, we already have an eight foot privacy fence, and these little buggers love to dig under. Concrete foundation <g??? How about some of that decorative concrete edging. It is pretty cheap-about $.60 for a 2 foot piece. You just dig a shallow trench as close to the bottom of the fence line as you can get it. If they are going through the fence you can get rolls of 5ft tall fence -the kind with 2x 3 rectangles. it feel vulnerable and often increases aggression. I would install a dog run that will keep your dog from approaching the fence line. That should make her more calm and relaxed. Sometimes we have to take on an extra
